Pertin seeks govt attention
ITANAGAR, Jul 05: Former minister Roding Pertin today drew government’s attention towards the flood ravaged areas in Lower Dibang Valley district claiming that flood has created havoc in many villages besides damaging road linkages.
In a press statement, Pertin said that he had found huge loss of granary, livestock and cattle during his spot visit to affected areas. He further said that the building of Govt. Secondary School Paglam was inundated during the heavy downpour.
Seeking immediate relief for the affected people, the former minister also sought immediate assessment of actual damage and adequate funds for restoring the damaged roads, bridges and irrigation systems.
Cautioning that water borne diseases are inevitable after floods, he urged the government to be prepared and equip the health department to counter epidemic.
ASM alleges corruption
ITANAGAR, Jul 05: Expressing dissatisfaction over the implementation of the Watershed Development Project in shifting cultivation area in Yemsing village in East Siang district, Yemsing ASM Khabang Tapok has urged the chief minister to take steps for prevention of corrupt practices in implementation of the scheme.
The ASM in a release today said that executing agency of the centrally sponsored watershed project had misused the fund and tactfully maintained the project record to avoid any complicacy.
Admitting that an enquiry team had investigated the irregularities in project implementation, the ASM said that the panel did not notice many facts related to implementation of the project.

ITANAGAR, Jul 05: A team of Itanagar Assembly Youth Congress (AYC) has visited various locations in Naharlagun and Itanagar region to take stock of the damages caused by torrential rain on July 2 night.

Minister resignation demand brewing, NSUI defends
ITANAGAR, Jul 05: The demand for resignation of Power electrical and rural development minister Tanga Byaling by Arunachal Righteous Forum (ARF) for his alleged involvement in illegal appointment found support today as All Arunachal Youth Association (AAYA) endorsed ARF’s demand.
Alleging the minister of favoritism and violating laid down rules while promoting an assistant engineer to executive engineer despite applicant being on serial no 16 in the seniority list; AAYA demanded the state government to appoint a department promotion committee. It stated that such tainted minister should be dropped from cabinet and the minister himself should resign on moral ground.
Meanwhile National Students’ Union of India (NSUI) State unit has defended the minister by reacting to ARF’s press statement, terming the allegation as totally baseless and unfounded. AVP organizes training camp

State celebrates Dree with traditional fervour

ITANAGAR, Jul 05: Arunachal Pradesh celebrated the Dree festival of the Apatanis with traditional gaiety and religious fervour.
At Ziro, hundreds of women swung to the rhythm of the nostalgic Daminda and filled the Dree Ground at Hija village to announce the beginning of the most awaited festival of the Apatanis – Dree.
Chief Minister Nabam Tuki, who reached Ziro last evening travelling by road from Kimin, formally inaugurated the festival today with Rajya Sabha MP and former Chief Minister Mukut Mithi by his side.
Tuki announced the opening of the Indira Gandhi Technical & Medical Science University to a loud round of response.
The first private University of the state is slated to start its academic session from this year. To facilitate its functioning at an earlier date, Tuki has directed the district administration to coordinate with Urban Development department to hand over the UD infrastructure at Ziro through a special arrangement till a permanent campus of the university comes up.
Giving a boost to the health service sector in the valley, Tuki also accepted in principle to run the Ziro District Hospital under the PPP mode with the University.

For the first time in history the productive fields of the Apatani Plateau have failed to yield crop. To add to the woes the pisciculture practiced here has also failed this year. Reportedly all the fishlings died in the initial stages causing huge lose to the farmers. Tuki also directed the Civil Supplies department to allot additional quota of food grains to meet the scarcity that would be triggered by the crop damage in near future.
The Chief Minister further informed that construction of the Western as well as Eastern Ring Road for Ziro township would be put up under NLCPR and RIDF respectively on priority in the next financial year. He also announced a fund under SPA this year for construction of an outdoor stadium on the Dree Ground.

He further appreciated the Apantani community for achieving immense success in the field of education and tourism sectors. He urged them to maintain the same spirit so that inflow of tourist increases in Ziro region. He also advised them to maintain unity and brotherhood amongst all the tribes of the state.
Meanwhile, responding to a memorandum, Tacho announced an amount of Rs 1 crore for construction of flood safety measures around Dree ground and also contributed some fund to Capital Complex Dree Festival committee.
MLA Tapuk Taku and CCDFC chief patron MLA Techi Kaso also addressed the large gathering. They appreciated the organising committee for successfully organising the festival in a grand way and also emphasized on preservation and protection of festivals.

Parliamentary Secretary (PHE&WS) Karikho Kri praising the Apatani tribe for their knowledge and intelligence advocated unity in diversity and called for the contribution of the tribe for communal harmony in the area.
Deputy Commissioner RK Sharma also appealed for peace and harmony in the area. In addition, he also appealed for cooperation and coordination of entire people in times of flood distresses in the area.

Power projects damaged due to floods
Naharlagun, Jul 05: The Halaipani Small Hydro Electric Project (4x4MW) in Anjaw District has sustained heavy losses due to unprecedented flash flood in the recent flash flood from June 20 to 26 causing immense difficulties to the district.
This was informed by Deputy Commissioner Anjaw District in an official report.
The construction was almost complete when the disaster struck the project. The construction

has washed away huge quantity of construction materials and T&P equipments besides
causing irreparable damages to the construction site by depositing huge boulder and

ITANAGAR, Jul 05: MP Ninong Ering met Union Minister of Water Resources Pawan Bansal and his deputy Vincent H. Pala to apprise them of the heavy damages caused by the recent floods in the state. During a meeting today in Delhi, the MP informed the ministers that many parts of the state are hit by flood like situation with disruption of road communication to many districts.
He informed the ministers of the prevailing situation of worst hit Lohit, Changlang, Dibang Valley, Upper Siang,River Siang and Anjaw.
He further informed them that unabated erosion is still going on at upstream and downstream of the anti erosion work project in Bordumsa.
NAIP’s regional seminar cum workshop
ITANAGAR, Jul 05: A two days Regional Seminar cum Workshop of National Agricultural Innovation Project (NAIP) Component III : Sustainable Rural Livelihood Security) on "Site Specific Farming System Options for Disadvantaged Areas" was inaugurated on today at ICAR Research Complex for NEH Region, Manipur Centre, Imphal.
Nearly fifty delegates including members of Consortia Monitoring Unit, programme
leaders and scientists of ICAR, Central Agricultural University, Assam Agricultural
University, Nagaland University, Mizoram University, Spices Board and NGOs from different
North Eastern States are attending the seminar to assess the impact of various interventions
tested at different clusters under the NAIP-
State officials from Agriculture and Horticulture and farmers from Tamenglong district have also attended the seminar.
CA Worchuiyo, DC, Tamenglong congratulated ICAR for their successful initiative for improving the livelihood of the farmers through different interventions under NAIP. He also emphasized on human resource development and field level demonstration to bring a change in the mindset of the local people.

At Endulin, a long stretch of about 5 Km road towards Arzoo suffered heavy damages with partial and complete wash out of formation cutting at many locations. Shooting stones and Debris at regular intervals are hampering progress in work.
After the inspection, the DC apprehended that the restoration work may take many months if the number of machines engaged in the work were not increased by the BRO.
With no other alternatives left, pedestrians are crossing the spot risking their lives deflecting the continuous mud slides and stone debris at the entire stretch.

Compounding the problems, the stranded collegians and school students of Anini have begun to flock at DC office praying for arrangement of transportation for them so that they can join their respective schools and colleges on time.

The disciplinary committee of the organizing committee had expelled the Sagalee team from the tournament for allegedly not complying with the rules and regulations of the tournament and Gora Makik SC ‘A’ was left with a penalty of Rs. 30,000 along with suspension of two players for one match.
The disciplinary committee along with APFA and APFPA had taken decision after the Sagalee team had reportedly refused to play the remaining duration of the match.

Ineffectual ATA and Education Department

It was very unfortunate to read the news item ‘Services of ADEOs retained as BEOs’ published on 3rd July’ 2012 in some local dailies of Arunachal Pradesh.
I would rather consider this news as a heavy blow on the face of Arunachal Teachers’ Association (ATA). While reminding the ATA about their last year’s meeting at Naharlagun regarding appointment of Block Education Officers (BEOs), I would like to question ATA why they are not raising any voice against the appointment of BEOs and what is their stand. In that meeting, ATA and representatives from Education Department, Govt. of Arunachal Pradesh unanimously decided to frame Recruitment Rule for BEOs where seniority and merit would be followed strictly. But nothing happened and once again, ATA failed.
I, also would like to request Minister and Secretary, Education, Govt. of Arunachal Pradesh not to grant BEO’s demand for Group B gazetted status because 90 percent of BEOs are Junior Teachers and Assistant Teachers who were politically deputed earlier in the post ADEOs and having less than 5 years of teaching experiences and without B. Ed degree whereas many senior most junior teachers who have served education department for more than 25 years are still serving without any promotion.
If ATA considers this kind of appointment of BEOs as legal then they should collect membership and other fees from those privileged appointees only and leave or exempt the common teacher from any fees because I have not witnessed any kind good result for the betterment of common teachers of Arunachal Pradesh initiated by ATA in my 11 years of service as a teacher.

The file contains cases of applications for land allotment applied eight to ten years back and even more.
Due to procedural delay and frequent changing policies of subsequent govts, the said issue was pending for a long period in various offices. Moreover every official formalities were followed.
But now, when we approach the office of the Deputy Commissioner Capital Complex,
it is surprising and painful to know that the entire procedure has to be re-
Again all documents are demanded from the applicants whose cases has been approved by the govt. vide letter as indicated in the order of 20th June'2012, issued by the Deputy Commissioner.
I don't see any logic behind such harassment to the public for no fault of them. And such treatment does not in any sense ascertain the claims behind the "Welfare Govt.".
Hence, the Office of the Deputy Commissioner Capital Complex is requested to exempt the already govt. approved cases for allotment from the purview of the current order. We have already taken enough pains.
Also, I appeal all the applicants whose cases has been approved to remain alert, aware, united and see reasons. Let us pursue the cause in a peaceful and democratic manner.

Our life has been miserable because of terrible phone network in Daporijo. When we try to contact our parents for some important purpose network is always bad. The district headquarters’ network is so bad that even SMS also doesn't go till after midnight. We students studying out of the state have to suffer this mostly.

Through your esteemed daily, We on behalf of Tawang Monastery would like to extend our sincere thanks to Ninong Ering, MP(LS), Arunachal East Parliamentary Constituency for extending support to monastery by sanctioning a sum of Rs. 5 (Rupees five lakhs) against the fire damage in the monastery.
The support, as announced by the MP is received on the nick of time. We sincerely appreciate the timely help of the MP in restoration of the heritage site of the State. The fire damage of the structure within the monastery is now being reconstructed with the noble support of Ninong Ering.
